Roll Call – Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore – Present.
Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Gary Giannotta, Police Chief, Bill Lupien, Superintendent of Engineering Services, Frank DeOrio, Director of Municipal Utilities.
All stood for the Pledge of Allegiance to the Flag.
The Mayor asked for a moment of silence.
Presentations and Proclamations – The Clerk read the following proclamations:
§ Congratulations to the Members of the Auburn Rotary for their significant contributions to our community. This was presented to Rick Emanuel, Rotary member.
§ Congratulations to Dean Furnia, President of the Auburn Rotary for outstanding contributions to the community for organizing and creating the Owasco Velo Club race.
§ Commemoration of the 10th Anniversary of the Bon Ton Roulet with appreciation to the Auburn YMCA as hosts. Jim Courtney, Executive Director of the YMCA accepted and thanked Council.
§ Appreciation to the Owasco Flyer committee and members of the Auburn YMCA for organizing the 2006 Owasco Flyer Cycling Road Race which provides low income families with scholarships for children to attend Camp Y Owasco.
Public Announcements – The Clerk read.
City Manager’s Report – The City Manager reported the following –
§ An update on the City’s response to events following the extreme heavy rain on Wednesday.
§ Announced the final close out for fiscal year end business is in process.
Councilor Dempsey asked the City Manager to look into why residents of Hamilton Ave. are experiencing problems with basement flooding.
Councilor Smith asked the City Manager to look in to complaints he has had from residents of Kearney Ave regarding heavy equipment traffic.
Mayor Lattimore wished Merritt Fletcher a happy 80th Birthday.
Mayor Lattimore announced that Senator Clinton’s office called to see if Cayuga County needed any assistance with flooding issues.
Public to be Heard
Carey Eidel, owner of Auburn Public Theater – spoke to raise awareness of the many events happening at the new downtown theater.
Mary Lou Picciano, 32 Cayuga St., spoke about her son and the issues she has with the Auburn Police Department. She submitted a FOIL request.
Earl Staring, 214 Woodlawn Ave. –spoke in opposition to a casino locating in Auburn.
Resolutions
Sidewalk Resolution #158 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2006 Revolving Loan Sidewalk Program. ~~~Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Sewer-Water Repair/Replacement Resolution #159 of 2006 authorizing financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Council Resolution #160 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. Council discussed. Council asked for an itemized list for Har Rob expenses in the future. ~Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Agreement Resolution #161 of 2006 directing the Mayor to enter into a one (1) year services agreement with Barbara Deacon, 9 Seneca Parkway, Auburn, New York, for clerical services in the Office of Planning and Economic Development ~~Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Agreement resolution # 162 of 2006 authorizing the Mayor to enter into a Supplemental Agreement with Om Popli Consulting Engineers. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Second Public to be Heard –
Earl Staring, Woodlawn Ave. spoke about tourism.
Mayor Lattimore invited Lisa Green to the podium. He and Ms. Green discuss their relationship and agreed there was “no ill will”.
Other Business
Councilor Smith asked if any of the resolutions that Council votes on weekly have a sunset provision. Lisa Green responded, explaining that the hiring freeze resolution did. Councilor Smith asked that it be brought back to be reinstated at next weeks meeting.
Councilor Smith asked why the landfill was not burning sludge. The City Manager was asked to investigate.
The Mayor and the City Manger discussed the transition between Rural Metro ambulance service and TLC. Rural Metro is housed at Auburn Fire Department Station #3 while the transition takes place.
Council adjourned at 7:30pm.
